Community Infrastructure Levy

The Community Infrastructure Levy (CIL) is a levy on development that local councils across the country including Merton, and the Mayor of London are implementing to help pay for infrastructure.

CIL is the government’s new way of ensuring that new developments contribute financially to the local community in which they are built, helping to provide local schools, paths, parks and open spaces, healthcare and other facilities that people will need.

CIL in Merton

Now that both the Mayor of London and Merton CILs are in effect we have prepared a guide of how CIL will be implemented in Merton.

"CIL in Merton" (dated June 2014) is the current edition of the guide and includes information for persons who may be liable to pay CIL and some initial information regarding how CIL may be spent.

Subsequent revisions will provide more information on how CIL will be spent as procedures in this respect are developed through 2014. The guide includes links to the government guidance on CIL and to the Planning Portal CIL page from where the forms that need to be submitted to us by applicants for potentially chargeable developments can be downloaded. Merton's CIL charge is effective from 1 April 2014

Merton’s CIL Charging Schedule was adopted by resolution of full Council on Wednesday 20 November 2013

Merton’s CIL Charge applies to new development granted permission from 1 April 2014, in addition to the Mayor of London's CIL which has been applicable to new development since April 2012.

For the duration of the period that Merton's CIL Charge is in effect the Council is required to publish a list setting out the strategic projects (or types of strategic projects) that it intends could be subject of funding from revenues raised from the charge. This list is know as the "Regulation 123 list". This list will be reviewed annually and any changes that Merton proposes to make to this list will be subject to public consultation in accordance with the regulations and government guidance.
