What is in Merton's Local Plan?

The following documents will be in Merton's Local Plan (formerly know as the Local Development Framework)

Core Planning Strategy

Sites and Policies Plan and Policies Map

New site allocations and detailed planning policies to manage development will help to give certainty and guidance to the local community, stakeholders and the commercial sector over what can be built in the borough.

Policies Map (formerly known as the Proposals Map

This will be a map of the borough showing the geographical coverage of Merton's planning policies where possible. This will be especially important to help the community and other stakeholders identify areas of protection (e.g. conservation areas, local nature reserves) and areas for particular land use, including strategic employment locations and the development of specific sites.

South London Waste Plan (also known as Joint Waste Development Plan Document)

Four south London boroughs - Merton, Sutton, Croydon and Kingston - undertook a Joint Waste Plan  to define planning policies and site allocations for waste processing and management. The  joint work on planning policy is separate from but complementary to the work between the four boroughs to develop joint waste management arrangements.

Local Development Scheme (LDS)

The Local Development Scheme is the project plan. It sets out what documents are going to be produced in the Local Plan, when they are going to be produced - including the stages of community consultation - and some information on what they are likely to contain.

It concerns the process of preparing the Local Plan and does not contain any land use policies. The LDS was approved by full Council in September 2016

Statement of Community Involvement (SCI)

Planning policies and decisions taken on planning applications affect the lives of people living and working in Merton. Merton Council wants to involve the community to find out what they want from the policies shaping their local area.

Sustainability Appraisal

The requirement to undertake a sustainability appraisal was made mandatory by the Planning and Compulsory Purchase Act 2004. The aim of the appraisal is to assess the likely impacts of the policies in the LDF against a set of sustainability criteria. The impacts can then be assessed and the policies adjusted to improve their contribution to sustainability objectives. This process also satisfies the requirements for Strategic Environmental Assessment.

Supplementary planning documents

Supplementary planning documents (SPD) can provide more details on policies in the development plan documents listed above, but they cannot be used to create new policies or to allocate land. They can show through illustrations, text or practical examples how policies can be taken forward. Merton Council are producing three main types of SPD: conservation area character appraisals, issue-related SPDs and planning briefs for specific sites.

Merton's Local Plan consultation database

Thanks to your responses Local Plan consultations, Merton Council now has a database of individuals and organisations that wish to be involved. The database now has over 2,000 entries, including, local businesses, residents associations, voluntary groups, government bodies and individuals.
