Licensing policies

Licensing policies are documents describing aspects of licensing specific to this borough. The Council has to create and review these by law.

Licensing Act 2003

The Licensing Act 2003 requires the Council’s Licensing Authority to review its Statement of Licensing Policy at least every five years. Every premises-related application will be considered under this policy.

The current policy was adopted at the Full Council Meeting on 18 November 2015 and came into force on 6 January 2016.

Public Consultation: Revised Statement of Principles under the Gambling Act 2005 (Gambling Policy).

The Council, as the Licensing Authority under the Gambling Act 2005, is now undertaking a consultation process to enable the London Borough of Merton to review its Statement of Principles under the Gambling Act 2005 (Gambling Policy).

There are three (3) Licensing Objectives for the Gambling Act 2005 which are: 

  • Prevent gambling being a source of, associated with or used to support crime and disorder;
  • Ensure that gambling is conducted in a fair and open way;
  • Protect children and other vulnerable persons from being harmed or exploited by gambling.

The consultation period commences on Monday 25 June 2018 for a twelve week period and the last day for responses is midnight on Monday 17 September 2018. The draft Statement of Principles under the Gambling Act 2005, with proposed changes shown using track changes, can be viewed here:

Paper copies are available at the Civic Centre in Morden and they can collected or viewed Monday to Friday during normal office hours. Alternatively, a copy could be posted to you upon request.
