Overview and scrutiny

Overview and scrutiny is part of the democratic process that enables a constructive dialogue between the public, partners and elected members (councillors) to improve the quality of public services. Scrutiny ensures that the councillors who make the majority of decisions (the cabinet) are held to account for the decisions that they make and their impact upon the borough and its residents.

Therefore, overview and scrutiny provides a way of influencing the way public services are being delivered and how they could be improved, from the point of view of those receiving and using those services.

Tackling the issues affecting local people

Merton Council’s scrutiny panels are after your views on the sorts of issues they should review to make sure that the council and partners respond to local people’s needs and concerns.

These reviews involve finding out about local people’s experiences and looking at how other councils deal with the same problems. Councillors then suggest ways of making things better in Merton. Past reviews have covered issues ranging from highway maintenance to local nursing homes to fear of crime.   What do you think they should look at next? Effectively the scrutiny panels will consider any suggestions as long as they affect people living in Merton.

Please note, however, that scrutiny cannot deal with individual complaints or look at issues dealt with by another council committee (for example Planning/Licensing), unless the issue deals with procedure.

What's happening in scrutiny now?

Each of the scrutiny panels have formed task groups to undertake an in-depth review into an issue within their panel's remit. The review topics are detailed in the table below:

Each task group consists of a number of councillors selected from the panels and the groups will meet on a regular basis to produce a final report and recommendations for improvement.
