Children and Families Act

The Government's reforms to education, health and social care provision for children and young people with Special Educational Needs (SEN) and disabilities have been set into law by the Government's Children and Families Act and Code of Practice 2014.

What changed when the Act came into force?

For children and young people with SEN and disabilities, change were made to increase their involvement and the involvement of their parents in decision-making. It aims to provide greater choice and control for both parents and young people over support across education, health and social care services.

The five key areas of change are:

  1. An new Assessment Framework for children and young people
  2. Education, Health and Care Plans (EHCPs) for children and young people from birth to 25 years, replacing Statements of SEN and Learning Difficulty Assessments
  3. A published Local Offer about services available, such as education, health and Short Breaks, and how to access them
  4. Services to support children and young people in preparing for adulthood
  5. Personal Budgets for children and young people with EHCP
